Canadian police oversight is split between federal and provincial bodies, and which one handles your complaint depends on which force was involved and what happened.
The RCMP
Complaints about the Royal Canadian Mounted Police go to the Civilian Review and
Complaints Commission, which reviews how the RCMP handled a complaint and can make
findings and recommendations.
Provincial oversight
Provinces run their own bodies for municipal and provincial forces. Ontario's Special
Investigations Unit investigates incidents involving death, serious injury, or allegations
of sexual assault. British Columbia's Independent Investigations Office has a comparable
role. Alberta, Quebec, Manitoba and Nova Scotia each have their own arrangements.
Civil claims
Civil claims against police are governed by provincial law, including provincial
limitation periods, which differ across the country. Claims may also engage the Canadian
Charter of Rights and Freedoms.
